财政金融联动调控,是新常态下调结构、转方式、稳增长、促改革的通常做法。为主动适应、引领新常态,有效克服财政金融单驱发力后劲不足问题,本文在广泛调研基础上,按照财政与金融主体的不同组合,将国内财政金融联动系统归纳为"十大模式",取长补短,系统提出了河北省财政金融联动"1+4"顶层设计及实现框架。

Fiscal and financial linkage regulation is the common practice of adjusting the structure, transferring the mode, steadying the growth and promoting the reform under the new normal. In order to adapting to and leading the new normal and overcoming the problem of insufficient stamina of fiscal and financial single drive,this paper on the basis of extensive research and according to different combinations of fiscal and financial body, sums up "ten models" of the domestic fiscal and financial linkage system, learn from other and systematically puts forward the "1 + 4" top-level design and implementation framework of the fiscal and financial linkage in Hebei province.
