工业是国民经济的命脉，是立国之本、兴国之器、强国之基。财政政策作为政府的经济管理手段，对工业经济发展具有统筹、引导、支撑、促进等作用。本文以山东省为例，立足财政支持工业经济高质量发展取得的显著成效，聚焦工业经济产业发展痛点、财政保障难点、政策落实堵点，有针对性地提出财政政策创新措施，从而全面提升财政支持工业经济政策效能，加力提速工业经济高质量发展。

Industry is the lifeblood and the foundation of the national economy. Fiscal policy plays a role in coordinating, guiding, supporting and promoting the development of industrial economy as a means of economic management by the government. Taking Shandong province as an example, in order to improve the effectiveness of financial support for industrial economic policies and accelerate the high-quality development of industrial economy, we focus on the pain points of industrial development, financial security difficulties,and policy implementation blocking points of the industrial economy, and put forward targeted fiscal policy innovation measures.
