新发展阶段，山东省贸易和消费总体保持向好发展的态势，内外贸一体化向高质量发展方向不断迈进，已取得较为突出的成效，但距离构建新发展格局实现高质量发展的目标仍存在一定差距，具体表现为部分行业发展受国际形势变局冲击较大、科技支撑产业技术改造升级不够、地方国际影响力不高、部分政策效果有待深化等问题。需要探索通过财政政策的引导发力，扩大财政金融支持范围，不断改善营商环境，增强对海外高质量资本、企业和人才的吸引力。为山东省内外贸一体化发展提供市场化营商环境的有效路径，对于提升市场主体一体化发展能力，做强外贸新业态企业主体，促进内外贸融合发展，推动内外循环双向互促、供给需求协同发力具有重要的现实意义。

In the new development stage,Shandong’s trade and consumption have generally maintained a positive development trend,and the integration of foreign trade has been moving forward in the direction of high-quality development,and has achieved more outstanding results,but there is still a certain gap in building a new development pattern and achieving high-quality development,which is manifested in the fact that the development of some industries is greatly impacted by international situations,there is insufficient technological support for the transformation and upgrading of industrial technologies,the international influence of Shandong is not high,and the effectiveness of some policies needs to be enhanced.We should increase the guidance of fiscal policy,expand the scope of financial support,continuously improve the business environment,enhance the attraction of overseas high-quality capital,enterprises and talents,and provide an effective path for the integrated development of domestic and foreign trade in Shandong province to provide an effective path for the market-oriented business environment.It is of great practical significance to promote the integrated development of domestic and foreign trade,promote the two-way mutual promotion of internal and external circulation,and the synergy of supply and demand.
